The Aruba Ports Authority (APA) is one of the most vital companies in the country, playing a key role in the island’s economy. Cruise ships dock there daily, bringing thousands of visitors and supporting local businesses. In this context, the visit of Minister Wendrick Cicilia, who is responsible for port affairs, was of particular importance.
During the visit, APA’s managing director, Marc Figaroa, delivered a detailed presentation on the history, current operations, and future plans of Aruba’s ports. Figaroa, an experienced Aruban professional, guided the minister through the presentation and introduced him to APA’s executive team.


The discussion covered several areas, including cruise and cargo operations, real estate development, and — most crucially — major upcoming projects. Among these, Figaroa highlighted the ambitious plan to develop a “Harbour District,” a vision that involves transforming the port area through close collaboration with surrounding stakeholders. The goal is to enhance Aruba’s overall tourism and economic offering, particularly in Playa, where APA is based.
Later that morning, the minister and his delegation boarded a bus for a guided tour of the port grounds. At each location, APA explained the plans and ideas for development. One of the key pending projects is Port City, which is nearly ready to begin construction. Only a few minor decisions remain before it can move forward. “Port City will significantly contribute to Aruba’s economy by creating jobs and generating new activity,” said Figaroa.


He also emphasized APA’s commitment to supporting sustainable tourism through effective management and development strategies.
Figaroa noted that the scheduled 45-minute presentation extended to nearly two hours, reflecting the minister’s genuine interest. “This shows strong engagement. Together, we need to find more responsible ways to manage, foster collaboration across all sectors, and explore new opportunities. There are many pending projects — and together, we can make them happen,” he said.



Marc Figaroa and the growth of Aruba Ports Authority
Marc Figaroa holds a Master’s degree in Business Administration with a specialization in aviation. He worked at Aruba Airport Authority N.V. for 13 years, including 10 years as Commerce Manager overseeing commercial operations, before becoming Managing Director of Aruba Ports Authority N.V. on February 1st, 2019.
Under his leadership, 2024 became the most successful year in APA’s history, both in cargo and passenger movement and financial performance.
Established in 1981, Aruba Ports Authority N.V. is fully owned by the Government of Aruba and employs 80 people directly. It manages both of Aruba’s main ports, the cruise terminal in Oranjestad and the cargo terminal in Barcadera, where it operates under a management agreement with ASTEC.
