The Aruban driver’s license will be made by Censo

In cooperation with the Minister of General Affairs, the Minister of Justice announced that as of December first, the Aruban driver’s license will be made by Censo in the effort of cost efficiency and reliability of the process in general. For this reason, Censo wants to inform you about the new procedures for issuing a new driver’s license.

This project did include a new driver’s license and a whole process to reach a Centraal Registery of Driver’s License, which has all the processes in place among other, automatic systematic divisions for all the different tasks.

During this year, a lot of effort and time was put into this and to develop a system that the Police Force can use to register petitions and results of the driver’s license exam. With this system, they could also issue their products more efficiently. For example, a permit to practice for a driver’s license a certificate A, registration to convert a foreign driver’s license into an Arubian one so that Censo could issue an Aruban driver’s license. An essential criteria for this product was to issue a high-quality and trustworthy Aruban driver’s license, not only for the physical part but also for the process. 

The actual phase of the project

At the moment, the last adjustments are taking place to be able to do some test runs. If all goes well, the intention is as follows:

1. As of December 1 until December 11, only for 60+, whose driver’s license has expired could make an appointment to renew their driver’s license as indicated below. Those who do not have an advanced digital ability can call Censo between 9:00 am, and 11:00 am or between 2:00 pm and 4:00 pm to schedule an appointment. 

2. From December 14th until December 18, only the group which has passed the exam but did NOT have the opportunity to receive a driver’s license. They can make an appointment, as indicated below. 

3. As of December 21 and forward, will attend to the general public whose driver’s license has expired, or that will expire soon, or who just passed a driver’s license exam.

Please stick to the dates indicated above per group because this is the sequence by which we will attend. 

Requirements you must bring 

You must personally come and bring:

  • 50 florins (cash or swipe). 
  • Your expired driver’s license. 
  • A doctor’s letter only if you are renewing your driver’s license. Category B-E, C, D. For category A or B, you do not need a doctor’s letter. You can buy this document at the post office for 8 florins and then take it to the doctor. The doctor will charge you to fill in this form. By law, this document is valid three weeks after the doctor has signed it. 

What does this project mean for the citizens? 

Soon you will be able to make an appointment at Censo to issue your Aruban driver’s license. You will receive it immediately, as has always been the case. 

  • They will take your picture at Censo, and your signature will be digital. 
  • You will see a sample of your digital driver’s license on a small screen in front of you at the counter. 
  • After approval, you must pay, and they will refer you to another counter where you will receive your driver’s license. 
  • They will print your driver’s license in a few minutes at the counter that they will refer you to. 
  • You will see a digital copy of your receipt on a screen as proof that you have received your driver’s license. If you want, you can press to have the receipt printed. 
  • You will receive your driver’s license and can use it immediately. 

Digital driver’s license 

This new Ministerial Regulation for issuing the Arabian driver’s license will regulate the physical card and the possibility to have a digital driver’s license. This will be announced when it’s so far. In due time this would mean that you would be able to have your driver’s license digitally on your phone, and you could show this during traffic controls. 

How our department will process delays

As mentioned, we will start with the vulnerable group first, and then we will attend with the group who did not receive a driver’s license after passing their driver’s exam. This is to give the Driving License Examination Office the time to register the results in the new system. Then we will continue with all other clients whose driver’s license has expired. For example, in extraordinary cases, you’re traveling abroad with urgency; you could send an email to [email protected].

There’s a delay of about 4,000 to 5,000 expired driver’s licenses that could not be renewed yet. 

Censo will try to recuperate this delay as soon as possible. They calculated that it would take about two months. We are asking for cooperation from everybody, and in a short time, everybody will have their Aruban driver’s license. In the beginning, you may wait a bit longer to get an appointment. Censo asked all clients for their understanding. Aruba’s final aim is to safely, fast, reliable, efficient, and helpful to give an Aruban driver’s license.
